This year promises to be a year full of new opportunities for renewable energy in Spain. Some of the challenges facing the sector, related to infrastructure capacity, permits and regulatory complexities, have been recognised by the Ministry for Ecological Transition and the Demographic Challenge (MITECO) and addressed in Royal Decree-Law 8/2023 of 27 December.
Spain's 2024: Positive Strides in Renewable Energy
Approved this week by the Congress of Deputies:
- The deadline for the Administrative Authorisation for Construction (AAC) and the Authorisation for Operation (AE) is extended for all renewable projects that have obtained the A&C permit prior to the publication of the RD. Specifically, the period for obtaining the AAC is extended from 37 to 49 months and from 60 to 96 months for obtaining the AE.
- In the nodes selected for REE Public Tender, 10% will be released for self-consumption projects. This reserve is valid for two years from the entry into force of RDL 8/2023.
- A new note has been added to the environmental criteria for public tenders, awarding additional points to those projects that have a favourable environmental impact statement and do not have access and connection permits.
For the renewables sector, and in particular the #greenhydrogen vertical, this is a clear step forward. MITECO foresees the deployment in Spain of 300-600 MW by 2024 and at least 4 GW of green hydrogen electrolyses by 2030, and the measures in the new decree contribute separately and together to new opportunities for this development.
